Patients who want to get in NHI, could ask for a referral letter from health center or a family doctor (level one PHS) to be treated at the Regional General Hospital (level two PHS). If the level two PHS has not been unable to cope, then can be referred to the more advanced of hospital (level three PHS). NHI simplify of the government service to reach people but it can be maximal without support and role of the community to maximal of the gocerment service in processto increase health quality in Indonesia.
